County Council District 4

Hello, my name is Jason Frank. My wife Melanie and I were high school sweethearts and have been married for 35 years. We have two children, Kelsi, a graduate of Indiana University and an athletic director in the Chicago Public Schools and a son Jake, who is a 2014 graduate of Westfield High and the University of Houston. Jake currently serves in the United States Navy and is stationed in San Diego. My wife Melanie and I lived in Westfield from 2010 to 2017 before my career took me to Phoenix and Houston. When the opportunity arose to come back to Indiana we jumped at. Westfield and Hamilton County have always been good to us, and we couldn’t wait to return.

I am a ’95 graduate of the University of Illinois in Civil Engineering and I also hold a Master of Business Administration also from the University of Illinois. I have been an engineering and project leader with 30+ years of experience delivering complex aviation and infrastructure projects at major airports nationwide, including Indianapolis International and Chicago O’Hare. Skilled in minimizing construction impacts, resolving technical challenges, and guiding high‑visibility initiatives to successful completion. Known for collaborative leadership, operational excellence, and strong performance in fast‑paced, multidiscipline environments.

Why am I running for Hamilton County Council:

I decided to run because I have concerns about the expansive amount of home construction in our area but there seems to be a lack of infrastructure improvements to go along with the new home construction. I also feel that there is a lack of planning when it comes to preserving existing land and tree areas when constructing these new subdivisions and apartments. Don’t get me wrong, I am all for growth, but it seems that the drive for growth has rolled over those that currently reside in our county.

Recent bills in the Indiana Statehouse will take even more power away from the local communities under the guise of building “affordable housing”. Under HB 1001 local communities will lose their voice in what get constructed and where. This will drive the current housing boom but not guarantee affordability in housing. This will also impact the farmers in our county as more farmland is developed while also making it more difficult for farmers to get to their fields. I believe our farmers’ jobs are hard enough, especially with the tariffs and shut down of government programs like USAID that bought corn and soybeans from our local farms. I believe it is a county councilperson’s duty to work with the county commissioners to develop a better strategic plan for infrastructure improvements to accommodate new growth in the county while preserving and improving what we already have. A councilperson should also be working with local and state leaders to have a voice in that growth as well. As your county councilman I will use my experience in infrastructure and working with and between government agencies to ensure the people of our county have a voice.
