Joe is an international known Aerospace Engineer and a US Air Force Vietnam combat veteran. While in the Air Force Joe was in Research and Development at Wright Patterson Air Force Base, in Dayton Oh where he was award 11 US Patents and 26 Invention Awards. Two of his most important developments was fixing delivery of mail to Vietnam. It was taking 2 months to get a letter to a GI in the field. By designing a collapsible container and totally changing the process of moving the mail he was able to reduce the time to two weeks. He ran into problems in the design of the container due to air transport rules that were developed during WWII and proposed a study to look into these requirements. His study proved the requirements were all outdated and wrong. In 1974 his proposed changes were adopted by the Air Force and then every aviation authority in the world adopted his new internal criteria not only for aircraft but also for spacecraft. The American Institute of Aeronautics and Astronautics awarded him the Lawrence Sperry Award as the top young engineer in the nation. Much of his work in air cargo became the baseline that we see today in the transportation industry. Also next time you buckle your seat belt on any aircraft quietly say “Thank you Joe”. He was moved to the staff of the Air Force Chief Engineer were he continued innovative work and at one point when the operations chief all of sudden retired. Joe took over the function which was responsible for the function of a 2000 person engineering group with a budget of 69 million dollars until they hired a replace two years later. In his second year of this job he was the subject of a fiscal audit. The auditors declare they had never seen anything like this audit. The results were that the audit was off by 10 cents. They had never encountered an organizational that close. When the chief engineer retired he was moved to be the Technical Assistant to the Commander of the Air Force Material Command an organization of 85,000 people worldwide. This was a new organization resulting in the combination of two commands one for logistics and the other for research and development. Joe wrote the plan for the merger. Upon retiring from the Air Force he opened an Apple Computer store which in three year became the 13th larges Apple store in the nation with sales in excess of 13 million dollars. One of his features Apple copied for use in their stores is called the Genius Bar. With grandkids being born in Indy he and his wife moved to Fishers. Today Joe writes books on aviation and Scouting, he was recently asked to comment on the Boeing 737 problems by members of Congress. His comments were part of the end action on this aircraft. He also operates two on-line internet stores. He manufactures sterling silver US Military Insignia and is the last one in the United states doing this. He also runs a Scout store featuring items from the World Scout organization and 100% of the store profits are donation to various Scout organization. Speaking of scouts Joe is an Eagle Scout and was on two National committees for years he was awarded the Distinguish Eagle Scout Award and also designed as the National Alumnus of the Year in 1998. Joe’s background make him a perfect candidate or this position. Fiscal responsibility and innovation is what is needed in government
